The plan prioritises economic productivity while enabling a shift to an 18-hour, mixed-use precinct with a strong public realm and local community presence. Crucially, this is a State-led initiative affecting largely private land. The master plan is not a rigid blueprint, but a guiding urban framework that secures the location and scale of key open spaces and streets. Other design elements—such as smaller parks, secondary streets, and built form distribution—are left flexible within planning controls to respond to changing market conditions and development trajectories. The planning framework proposes that new open spaces and streets be delivered through a value-sharing mechanism: landowners who receive additional development capacity (uplift) are required to dedicate land and contribute to public amenity. Increased gross floor area allowances help offset land and embellishment costs, ensuring that uplift delivers shared public benefit. In cases where desired public benefits could not be feasibly delivered through density-based incentives, the plan earmarks these areas for future government acquisition. Overall, the Macquarie Park Innovation District Master Plan aims to catalyse the transformation of a tired commercial centre into a dynamic urban district. The introduction of diverse housing, major new public spaces, and a connected pedestrian and cycling network—combined with the area’s metro infrastructure—will foster a more human-centric, activated, and resilient precinct for the future.
